The Skagit County Commissioners are pleased to announce the selection of Michael See as the new Public Works Director and the appointment of Tom Weller as County Engineer. Michael was most recently serving as the Acting Director of Public Works, with three previous years of experience as the Assistant Director, and Tom was the Acting County Engineer and Engineering Division Manager for Public Works. “We are thrilled to have Michael and Tom continue to lead our Public Works Department,” said Commissioner Lisa Janicki, Chair of the Skagit Board of County Commissioners. “They both exemplify the character, integrity, and customer service that our community has come to expect from leaders at Skagit County. We look forward to watching them build upon the great work our Public Works staff have accomplished to date.”
Michael See has been the Assistant Director for Public Works since 2022 but has worked at Skagit County for over twenty years. Michael started his career with the County as the Park Ranger / Manager for Howard Miller Steelhead Park under the Parks and Recreation Department. Michael then transitioned over to the Public Works Department, moving through several positions in the natural resources division, managing watershed, stormwater, and water resource issues, before ultimately becoming the natural resources division manager in 2018. Michael has also worked extensively in the community as an emergency medical technician, firefighter, and park law enforcement.
Michael graduated from Washington State University with a Bachelor of Science in Natural Resource Management. He enjoys spending time outdoors camping, hiking, and backpacking with his family, including three children. He is also an active volunteer firefighter with District #3 in Conway and Assistant Scout Master for Troup 4001 in Mount Vernon. Michael’s dedication to protecting the natural resources of Skagit County and extensive background working for Skagit County will be a benefit to the entire community as the new Public Works Director.

Tom Weller recently joined Skagit County Public Works in July of 2022 as the Engineering Division Manager and Assistant County Engineer. With extensive experience in civil engineering and infrastructure development, Tom plays an essential role in overseeing transportation planning, road construction, and public works projects that enhance the county’s infrastructure. He brings nearly 30 years of experience to the position, including more than 26 years in private consultant practice with firms throughout Puget Sound and Western Montana. His role as County Engineer ensures compliance with regulatory standards, efficient project execution, and strategic planning for future development.
Tom graduated from the University of Iowa with a Bachelor of Science in Engineering. He has three kids, enjoys gardening and exploring the beauty of our National Parks with his wife of 25 years, and considers himself a local foodie in Skagit County. Two of his favorite local restaurants are Nonna Luisa in Anacortes and Taste of Thai by Wipa in Burlington.
